  • What are your top three priorities if elected to your local school board? Please provide a ranked list with a brief explanation for each priority.

    My top three priorities are School Safety, Academic Achievement and Quality Instruction. School safety is paramount because students can't learn if they don't feel safe. Having strong behavioral expectations in the schools and in the classrooms enhances the feeling of safety for all students and staff. Supporting the administrators who are implementing the code of conduct is a priority to maintain a respectful and productive environment. In addition, I support having trained constables and resource officers as a presence around the campus. Their quality training provides an extra layer of support for the teachers who are managing classroom behavior. Next is academic achievement. It's no secret that we need to improve the percentage of students who are scoring proficient on state measures. During COVID, we lost some ground with a combination of methods to deliver instruction. This was not ideal, but we struggled through and the teachers rose to the challenge of developing, planning and implementing online protocols for hybrid and online instruction. Many students had challenges accessing the lessons and major modifications were made to bring everyone as much learning as possible. Parents made major concessions and arranged to monitor their students as best they could during this time period. With perseverance, I believe we will return to our former status of proficiency. In US News (2024) article, "Best Delaware High Schools", Caesar Rodney is ranked #7 in the state. All the schools ranked higher are private schools (Charter School of Wilmington, Newark Charter School, Cab Calloway School of the Arts, Conrad Schools of Science, Sussex Academy and MOT Charter School). Brandywine and Appoquinimink were 8th and 9th. My third priority is Quality Instruction. We have successfully adopted district wide HQIMs (High Quality Instructional Materials). These are programs and materials that have a proven track record of success when implemented with fidelity. When strong teachers have good professional development, supportive administration, and a schedule that allows them to plan and execute their lessons properly, students will demonstrate amazing progress. I will continue to support our district office and building administrators as they implement quality programming. As a school board, we hold the superintendent accountable for the performance of the students. We support him/her as they strive to retain quality staff through hiring practices and competitive compensation plans. The board works collaboratively to improve opportunities for students. Most issues fall into the four A's: Academics, Arts, Athletics and Atmosphere. There are many more priorities that a cohesive board works consistently to strengthen, but I will stop at those three for now.

  • If elected, how will you engage families and the community in district decision-making and student success?

    To engage families and the community in district decision making and student success I will continue to support our current practice of inviting parents on to interview committees at the building and district level. Having the parent perspective is a valuable asset when screening candidates for certain positions. Another strategy for community engagement is making sure that community members and parents are invited to participate in planning sessions when important and controversial changes are in the air. For example, we are currently having meetings about our grading practices across all grade bands. Community and parent input is critical when moving forward around policy that is so important for students' opportunities. Another strategy I support are frequent surveys from the students as well as the community. Surveys are relatively easy to complete these days and if we can get a good percent of our parents to respond to a survey, we are much better equipped and confident moving forward with changing policies. Parent participation in conferences and IEP (Individual Education Plan) meetings is probably the single most important factor for student success. When students know their parents have a working relationship with their teacher, the difference it can make is remarkable. The home link can give the teacher the influence they need to make a difference in the child's day. When parents cannot attend in person due to busy schedules, we can encourage a ZOOM meeting to ensure the contact is made. Student success is the center of a working triangle: parent, student and teacher.

  • What are the most pressing challenges currently facing your school district, and how would you approach addressing them?

    1) Discipline - Students must understand that the purpose of school is teaching and learning. Their behavior must be in alignment with these goals and if it is not, there will be a consequence. As a board member I would address the challenge of behavior by supporting the administrators that are following the code of conduct. These individuals need to polish their interpersonal skill set so they can communicate effectively with the parents who are key to addressing behavioral challenges. Parents can be confrontational and defensive, or they can be cooperative and helpful. If the administrator can build a relationship with that parent before the behavior occurs, then they are more likely to work with him/her to correct the behavior. Professional development in building relationships is key. 2) Quality Instruction / Academic Achievement - These two go hand in hand. Quality instruction is not only about HQIMs (High Quality Instructional Materials), it's also about a schedule that is conducive to implementation with fidelity. Most HQIMs come with research about how and why they have been effective. If the implementation manual comes with a recommendation of 90 minutes per day and we only allow 60 minutes per day in the schedule then we have a disconnect. Principals and building leaders must familiarize themselves with the protocols that are non-negotiable in order to effect the outcomes they desire. Once the needs are prioritized, their schedule will fall into place. District Leadership must ensure that they are not throwing up roadblocks in the schedules that interfere with these priorities. 3)Teacher retention - Once we have conducted a market analysis for the teacher pay across our area, we need to communicate our findings to the community with full transparency. To keep our status as a premier district we must be competitive with teacher pay at all stages in a career. To stay competitive, we will have to pass a referendum for operating expenses. We may find that we are competitive for the area for starting salaries, but as the teacher moves up in experience and education that competitive edge drops off. Neighboring districts might surpass our compensation numbers at ten years experience with a Master's degree. We want to encourage our teachers, especially our experienced teachers, to stay in the district.

  • “My entire life has been dedicated to education. My mother was a special education teacher in Pennsylvania before it was federal law to educate students with disabilities. PL94-142 was passed in 1975 which made it mandatory to educate all students with disabilities. It came with funding and has evolved into what we now know as IDEA. I knew I wanted to be a special education teacher and I came to Delaware and did that for 32 years. While teaching, I completed my Master's degree in Social and Emotional Maladjustment ('80) and my Doctorate in Educational Leadership ('04). From 2006-2018, I served as the Director for Special Education in a Delaware School District. After retirement in 2018, I was elected to the Caesar Rodney Board of Education. My three adult children all attended 13 years (K-12) and graduated from this district. I have lived in this district for 41 years and now have grandchildren in the district. I have been a dependable member of the board since 2019 and make every effort to be present and visible for all board meetings and several school activities.It would be an honor to serve for another four years.”

  • What are your top three priorities if elected to your local school board? Please provide a ranked list with a brief explanation for each priority.

    1. Accountability.

    From the top down we need accountability in actions, discipline, engagement and in academic success. This needs to happen in every single aspect from having the superintendent/board members/principals walking through the classrooms to engage and support the teachers to making sure that our dress codes are being enforced.

    2. Back to basics.

    We need to focus all of our energies on the tried, true and trusted methods of teaching. Phonics, "Old school math", civics, history, and arts are the basics. We need to insist on basic manners and common decency in our schools. We need to make sure that everyone knows that there are consequences for actions and hold each other to the highest standards instead of pacifying the disruptive and dangerous behaviors.

    3.Complete transparency.

    Honesty always while maintaining privacy when needed. We need to ensure that our community has access to all the information they request and the ability to participate in school board meetings. We need to create a culture where parents know that they are welcomed into the schools and classrooms at any time. That their questions will be answered honestly and as directly as possible. We need to build the trust in our community.

  • If elected, how will you engage families and the community in district decision-making and student success?

    We can not make everyone participate and I understand that people are very busy, but creating community is extremely important for the success for the school and the students. I will start by encouraging the schools to have an open door policy at all times so that parents will feel welcomed to come and see for themselves how things are run and how their students are doing We need to keep pushing and creating events at the schools and just keep inviting everyone. We need to utilize social media to our advantage and use peer pressure in a good way. Find those families that we know are already involved and enthusiastic and encourage them to invite their friends to join them at school functions and just make it "cool" to be involved.

  • What are the most pressing challenges currently facing your school district, and how would you approach addressing them?

    School climate and the behavior are the issues that people speak to me about the most by far. We have got to get a handle on this for the safety of our staff and students as well as their actual ability to learn and be successful. We are way over reasonable numbers at the highschool and we have to figure out a realistic and but expedient way to solve this problem. We are losing our best students to other schools - private and other districts - because of over crowding and safety.

  • “I am the mother of a 13 year old 7th grader and also a 10 year old with Down syndrome. I see and hear the challenges that they are their teachers are facing every day. Effectively educating and including our special needs community is challenging but I have first hand experience in how to help make this successful. I am the president of my 13 year olds school PTO and I have always been the parent that is in the school as much as possible. I am committed to making the Caesar Rodney community the best it can be. My career path was nontraditional, I was an actress until I got married and had kids, and I have been a stay at home mom ever since. The fact that I had a more unique career path has helped me become a big advocate for choices after highschool that aren't always college and to help encourage the arts and trades as excellent choices for careers.”

  • What are your top three priorities if elected to your local school board? Please provide a ranked list with a brief explanation for each priority.

    1) Fiscal Responsibility & Community Partnerships

    Our current funding model has not kept pace with the complex needs of today’s learners. It lacks the flexibility needed to meet the unique needs of our students and district. I will continue to advocate for changes to the system at the state level which will allow for greater flexibility to align resources with educational priorities and maximize the impact of these funds for our students. Community Partnerships are critically important to foster a shared responsibility for supporting the growth of our schools and students. Increased partnerships can help address issues from Chronic Absenteeism to Career readiness initiatives to leadership training.

    2) Improved Learning Environments

    Better learning environments will help not only attract and retain quality educators, but it will also improve student engagement in learning. With chronic absenteeism rates in the district at 30% and statewide teacher surveys showing that 75% regularly face significant classroom disruptions, it is imperative that the district take action to address this issue.

    3) Academic Excellence

    Capital’s recent assessment data shows both Math and ELA significantly behind the state average as well as a nearly 20% difference between those meeting college and career readiness goals and those graduating. Capital must use data-drive strategies to improve student achievement, invest in research- based interventions, and develop short- and long-term goals relate to academic performance. I believe in our teachers, leaders, and students together we can elevate Capital to be among the best in the state.

  • If elected, how will you engage families and the community in district decision-making and student success?

    We must develop new ways of engaging families and community partners.

    1) I will advocate and encourage the District to regularly conduct a school climate and satisfaction survey of students, staff, and families in order to have actionable data to inform policy and resource allocation/funding decisions to address necessary improvements for learning environments, instructional practices, safety, student engagement, and staff satisfaction.

    2) I will regularly host events in the community where I will gather feedback, suggestions, and talk with Capital residents about what they are experiencing within our schools and how we can improve as well as celebrate what is working well. I believe strongly in meeting people where they are and want to engage with the community beyond just the school or meeting settings

    3) I feel that currently it is difficult for parents, community members, and even staff to access data which is presented in an easily understood manner regarding school and student performance. I will work with the Board to provide resources for the District to improve how data is presented publicly as well as how student progress data and achievement data is provided to families along with resources that are available to support their student's success.

  • What are the most pressing challenges currently facing your school district, and how would you approach addressing them?

    1) Learning Environment – Current surveys statewide and a recent article interviewing a DHS resource officer/constable illustrate high rates of disruptive behavior across all grade levels. Teachers are spending 75% of their time addressing repeated discipline incidents for 2% of their total students. This level of disruption not only interferes with teaching and learning but also leads to student disengagement.

    a. Multi-pronged approach: Review discipline reports, conduct a survey to gather current data and perceptions, convene educator advisory group to hear their recommendations for improvement, and engage the Superintendent in discussions with the Board regarding any funding supports necessary, policy changes, or pilot programs to enact reform

    2) Chronic Absenteeism – Capital’s CA rate is nearly 30%, which is 10% higher than the state.

    a. First, conduct a survey of parents and students to gather data that will provide student engagement in learning data, feedback on school satisfaction and climate

    b. Develop school-specific plans to reduce CA by 50% in five years.

    3) Academic Achievement – Capital’s significantly behind state averages in ELA and Math proficiency rates

    a. Examine data trends and have the Board meet with district experts. Review interim assessments and alignment to curriculum and standards

    b. Review professional learning initiatives for alignment to HQIM implementation, review of HQIM coaching observations

    c. Conduct a district resource allocation review as outlined in ESSA to help address root causes and possible program or budget shifts to direct necessary supports and resources to drive improvement

  • “As stated in an earlier question, Capital School District is my home district where I attended elementary, middle and graduated high school. I bring not only my senator pride to the Board but also my full 28 years of experience as an educator. My career spans from classroom teacher to non-profit executive supporting educational policy across the country. I will bring comprehensive experience in education, leadership, and in-depth knowledge and understanding of state and federal education policy to the Capital board. Starting my career as a high school math teacher, attaining National Board Certification as well as being a finalist for the Presidential Award for teaching Excellence in Science and Mathematics, I was committed to continuously improving in my skills within my profession.     Increase community engagement - This is the only way to maintain two-way communication with the various publics served by the schools in order to interpret public attitudes to identify policies and procedures of the schools, and to encourage public involvement with, and understanding of, the schools and to interpret the educational needs and aspirations of the community through the formulation of policies which stimulate the learner and the learning process Bring policies up to date - Most policies haven't been updated since 2012. The needs of the communities and students continue to evolve, our policies should evolve to address these changing needs. To develop and implement data management system - By the time we see the impact to students, it's already too late. We need to identify leading indicators that help us course correct before the failed student outcome.

    Boots on the ground is the first step. If they won't come to us, then I will go to them where they are at. Taking the time to build the necessary connections that foster a relationship.

    Community engagement - Meet the community where they are. Spend time getting to know the whole community in meaningful ways by going to them. Creating diverse opportunities to engage with the community.

    Ensuring that all students receive a high-quality education with the necessary academic, mental health, and social support services is my top priority. I will advocate for career readiness initiatives that prepare students for their future.

    2. Teacher & Staff Support

    Our educators and school staff are the foundation of student success, and they deserve a space that prioritize their well-being, professional growth, and workplace satisfaction I will work to improve teacher retention, training opportunities, and support systems to create a thriving educational environment.

    3. Community & Family Engagement

    Strong schools require strong community partnerships. I will focus on creating a collaborative relationships between schools, families, and the broader community to create a more supportive learning environment for all students.

  • If elected, how will you engage families and the community in district decision-making and student success?

    As a dedicated community leader with a background in public service, policy development, and education advocacy, I am committed to making decisions that put students first while strengthening the bridge between families, schools, and the broader Milford community. Together, we can create a school district that uplifts every child and ensures they have the tools to thrive.

    Here are three specific strategies I would like to implement to engage families and the community in district decision-making and student success:

    1. Create a Parent & Community Advisory Council (PCAC)

    Establish a diverse council of parents, educators, students, and community leaders to provide direct input on district policies, curriculum changes, and student support initiatives.

    Hold quarterly meetings and provide multiple ways for families to participate (in-person, virtual, surveys) to ensure accessibility.

    Use feedback from the council to shape school board decisions and advocate for policies that reflect community needs.

    2. Launch a "Mentors & Partnerships" Program

    Partner with local businesses, nonprofit organizations, and civic groups to create mentorship, internship, and career exploration opportunities for students.

    Develop a volunteer network where community members can engage in tutoring, after-school programs, and career days.

    Strengthen collaboration between schools and community resources to address student needs beyond the classroom, such as financial literacy, college prep, and wellness initiatives.

    3. Improve Transparency with a "Your Voice Matters" Initiative

    Implement a real-time feedback system where parents and community members can submit concerns, ideas, or suggestions via an online portal and community suggestion boxes at schools.

    Host monthly “Coffee with the Board” sessions at rotating locations to foster informal discussions between families, educators, and board members.

    Provide clear, accessible updates on key decisions through social media, newsletters, and a dedicated section on the district’s website.

  • What are the most pressing challenges currently facing your school district, and how would you approach addressing them?

    The overwhelming politics from the community, staff/faculty, and school board.

    1. I will champion the removal of politics from our school district, starting with my campaign.

    2. Engage the PTP

    Literacy rates of our students.

    1. Have a casual conversation or coffee hour with our educators from all the schools and each grade level to hear their observations on why our literacy rates are low.

    2. Work with PTP to to see how they can also provide support in improving our literacy rates.

    Educators feel like they are not getting support and their voices are not being heard.

    1. Create my own survey that teachers can anonymously complete to encourage raw and honest responses.

    2. Assemble a dedicated branch of PTP to support the staff and teachers exclusively.

    3. Create an adopt-a-teacher program.

    If elected to Smyrna school board, my top three properties will be: First, to explore innovative methods and tools to address and improve the low literacy rate in our schools. Second, to collaborate with Budget and Finance Committee to work towards well-deserved raises for our teachers. Third, support the high school graduation, career, and college readiness.

  • If elected, how will you engage families and the community in district decision-making and student success?

    If elected, I would advocate for separating action item meetings from community school board meetings. Having attended school board meetings that extend late into the evening because the board deliberates on action items in private leaving community members waiting. This practice discourages community participation and engagement. By scheduling these meetings on different days, we can foster greater transparency and make it easier for the community to stay involved.

  • What are the most pressing challenges currently facing your school district, and how would you approach addressing them?

    Since the most recent operational referendum did not pass, I think the most pressing challenge my district is facing is the lack of funds to complete the construction projects, salaries for current and new staff, and students needs.

    Raising funds require a collaborative team effort. Perhaps establishing a committee of community members, educators, and board members tasked with troubleshooting idea supported by quantitative research.

    1. Prioritizing student well being, academic achievement, and personal growth when making decisions. This should guide all decisions.

    2. Creating a safe and inclusive learning environment. This may include implementing policies that promote diversity, equity, and inclusion.

    3. To work towards improving the quality of education provided by the school. such as enhancing student learning, support teachers and staff and promoting policies to enhance student learning. This is inclusive of looking at the budget to understand how money is spent, to build a good curriculum, and to ensure that funds are allocated efficiently and effective to support the needs of the student and staff.

  • If elected, how will you engage families and the community in district decision-making and student success?

    1. Open communication channels to promote transparent lines of communication with students and families. Organize family engagement events and workshops that promote student and parents involvement. Host parent teacher conferences, academic work shops, and family night out that focus on reading and social emotional learning

    2. Use various platforms such as school newsletter, email updates, social media, and school webpages to share important information about school events, academic progress, and opportunities of involvement.

    3. Also listen to the community by asking them what they want to encourage feed back, and input, to develop a collaborative relationship.

    Three pressing challenges is Achievement gaps, disparities in education, and, mental health and well being. I would look at the current outcomes to evaluate for changes,.

    I would provide adequate support and resources for emotional well-being and I would look at technology to balance the effective access of resources of technology in education to improve student opportunity to learn and grow.
